Economic side note: Walter Williams is a brilliant economist. He argues that there is no such thing as a trade "deficit" because of dollars. Dollars can only be honored here in the USA. Any money spent overseas must ultimately come back to our country. I realize there are some twists to that statement. Don't shoot the messenger.

I'm wondering where the dollars are coming from to do this project. My guess is oil sales to China.
